    Foster connections based on important issues that directly impact comunnities (by gamification?), instead of "empty" connections.

    Accessing information is basic, and understand the content too. Unless citizens are able to interact with IT to access the content, they are not in a position to forge a critical mind and participate on equal conditions.
    Access means to be able to read, and read in the language of the content: translation is needed in most cases.
    Access means to be able to navigate and access internet, so accessibility and accessible webs are needed.
    Access means to offer content in a language which is understood, beyond being in the same language.
    Accessibility is a pre-condition for full citizen participation.
